Regular Monthly Meeting Board of Education
Monday, May 22, 2006

Members of the Board of Education present for the informal meeting were: Jeanne Barnes, Jennifer Farmer, Lori Finn, Anna Lord and Larry Rice.

President Barnes called the formal session to order at 6:03 p.m. with the Pledge of Allegiance and roll call. Staff members present were: Roy Crawford, Melissa McElhaney, Beth Campbell, Gerrit Mahsman, Rob Cody, Keith Elsberry, Russ Vogel, Deb Yagmin and Becky Elms.

Guests present: Andrea Baldrica, Daniel Fix Benefits Management, Inc.


A. AGENDA

052206.01 Mrs. Lord moved to approve the Agenda approved for May 22, 2006 with the following changes:
• Add Superintendent Contract under New Business after Employee Salary Schedule,
• Add 4.Other/Principals to Reports,
• Move Fund Balance review under New Business between Wellness Policy and Math Curriculum and Textbook Adoption and
• Remove George Rykovich (Football Coach) from Consensus Routine Items.

B. EXECUTIVE SESSION

052206.04 Mrs. Lord moved to approve the minutes for April 24, 2006 with the following Changes:

• Page 3: Board of Cooperative Education Services. The amount should be 1,308,000.00 not 1,308.00,

Colorado applied to be one of the pilot states and
• Page 4: Mrs. Finn Barnes inquired about the student dress code at the High School.

C. RECURRENT

1. Identification of members of the audience who are not listed on the Agenda wishing to make a comment to the Board of Education.

There were none.

2. Receive and/or Act on Correspondence.

Invitations were received to tour the El Paso County Jail facility on June 9, 2006.

The Girl Scouts Wagonwheel Council invited the Board to attend their annual Awards Ceremony on June 1, 2006.

December CASB Conference information is out – Lead Locally – Think Globally.

Mr. Crawford received a note of thanks from Rodney Johannsen and Family wanting to thank the district and the Board for having the AVP (Area Vocational Program) for the students at the high school. His son is just one example who has benefited from the program.

3. Payment of Expenditures for the month ending April 30, 2006.

1. Superintendent’s Report

The interviews for the Assistant Superintendent will take place on May 23, 2006. There are 3 possible candidates.

Graduation will be Sat., May 27, 2006 – 9:00 a.m. - Board members please meet at 8:45 near the concession stand.

3. Staff

a) Assistant Superintendent for Instruction . . . . . .Beth Campbell

Ms. Campbell reviewed her written report. She updated the Board on Professional Development, Technology to Support Curriculum and Instruction, Summer Academy, District Accountability Advisory Committee and the CSAP reading results from both elementary schools.

b) Assistant Superintendent for Business Services . . . . . . Gerrit Mahsman

Mr. Mahsman reviewed his written report. He discussed the water restrictions Manitou is facing, financing for public schools, a capital construction grant that has be submitted to CDE and re-certification for Worker’s Compensation.

4. Other/Principals

Mr. Cody is discussing the idea of having a closed campus for 9th graders until October 31st. Extended help is available for those students with a D+ or below and will need to be approved so that it can be tracked.

Mr. Elsberry invited Board Members to 8th Grade promotion at 6 pm on June 1st in the District Auditorium. The middle school will have both 5th grade classes over for orientation on Wednesday, May 24, 2006.

Dr. Yagmin and Mr. Vogel have sent out their letters to parents for assessment during the first week of school. Both elementary schools will have their 5th grade promotion on Friday, June 2, 2006 at 8:45 a.m.

Mr. Vogel and the elementary staff will host “Art in the Park” at the MSES playground area at 5:30pm on May 25th.

• Energy Contract and Leasing

Mr. Mahsman discussed the Performance Contract and asked the Board for a Special Meeting to approve and discuss the Energy Performance Contract. Mr. Mahsman is requesting this meeting before Memorial Day Weekend.

052206.07 Mr. Rice moved to accept the final Energy Audit from EMC Engineers, Inc.

052206.08 Mr. Rice moved to approve the Energy Contract and Lease Agreement contingent upon approval from legal council Kelly Dude.

• Capital Reserve Update

Mr. Mahsman reviewed the Capital Reserve Funds and he is asking the Board to approve one or the other for the District Auditorium (carpet or sound system).

• Health Insurance

052206.11 Mrs. Farmer moved to approve the Health Insurance Plan with the elimination of PPO, $500 deductible for EPO Lab and X-ray, and two-tier co-pay for primary and specialists with Daniel Fix Benefits at the 9% trend for reserves.

0522.06.12 Mrs. Lord moved that a 2006-07 teaching contract be approved by the Board of Education for the following TIR Probationary Year teacher:

∑ Virginia Swinney*—1.0 Manitou Springs High School Library Media Specialist

*Virginia has completed three years of district employment, the first two as the High School Media Specialist with an Emergency License and last year as a High School Librarian. She has completed her Master’s Degree in Library Science (Spring 2006) and will be participating in the 2-year Teacher in Residence Program with the first year beginning in 2006-2007.

∑ Lynette Ryan*—1.0 Manitou Springs High School English

* Lynnette is participating in the Teacher in Residence Program. Her probationary cycle is four years: a probationary year (completed in 2005-2006), a probationary first year (2006-2007), probationary second year, and a probationary third year.

*Both of these teachers have completed the Teacher in Residence Program. This program requires a Probationary Year followed by three Probationary Years. Both teachers have successfully completed their Probationary Year, their Probationary First Year, and their Probationary Secondary Year, and will be in their Probationary Third Year in 2006-2007.
